需要。参保人在异地就医前仍需要提前备案，即按照三步走。
第一步，先备案，参保人可通过国家医保服务平台APP直接在手机上操作异地就医备案。
第二步，选定点，参保人在看病就医前需选好定点医院，若在非定点医院就医，一般无法报销医保费用。
第三步，持卡就医，参保人在入院登记、出院结算和门诊结算时均需出示医保电子凭证或社保卡等有效凭证。
另外，对于异地因急诊来不及备案的特殊参保人群，视同已备案，无需额外提交备案材料。
