汕头市关于进一步加强泥头车错峰通行交通管理的通告
为有效提升汕头市中心城区道路交通环境，预防和减少交通事故，保障我市道路交通有序、安全、畅通，根据《中华人民共和国道路交通安全法》《汕头市经济特区道路交通安全条例》等法律法规，为进一步贯彻落实市委市政府有关交通环境提升工作的要求，汕头市公安局决定在我市中心城区部分道路对泥头车实施错峰通行交通管理措施。现将有关事项通告如下：
一、本通告所称泥头车是指专门用于运输砂石、水泥、煤炭、渣土、泥浆等散装物件、废弃物等大（中）型货运车辆。
二、泥头车进入汕头市城市中心区域行驶，应当严格按照《汕头市经济特区道路交通安全条例》第三十三条规定，事先报汕头市公安局交警支队备案审查，并按照指定的时间、路线行驶；其中，从沈海高速公路途径汕头海湾大桥误入汕头市中心区域的泥头车，允许车辆借道从海湾大桥右转进入中阳大道，再从中阳泰星路口调头行驶至汕头收费站重新进入沈海高速公路。
三、汕头市城市中心区域为《汕头市人民政府公告》（汕府〔2020〕52号）公告的中心区域范围（详见附件1）。
四、泥头车在下列路段每天7:30-9:00和17:00-19:00两个时间段实施错峰通行：
1.国道324线磊广跨线桥潮阳往汕头市区方向入口（辅道推后至磊广大道路口）-礐石大桥路段（国道228重叠段）。
2.国道206线（大学路）潮汕路-莲塘路路段。
3.省道233线（潮汕路）大学路-月浦高架桥潮州往汕头市区方向入口（辅道推后至月埔高速出入口）路段。
4.市区部分连接国道的城市主干道及桥梁：南滨路（西澳路-礐石大桥入口）、礐石大桥。
因特殊情况确需在上述错峰通行路段行驶的，应当事先报汕头市公安局交警支队备案审查，并按指定的路线和时间行驶。
五、泥头车违反上述错峰通行交通管制措施的，由公安机关交通管理部门依据《中华人民共和国道路交通安全法》《广东省道路交通安全条例》《汕头市经济特区道路交通安全条例》等法律法规进行罚款并记分。
泥头车进入汕头市城市中心区域行驶未按公安交警部门指定的时间、路线行驶，除依法进行处罚并记分外，半年内对该运输车辆不予核发备案证；再次发生的，一年内不予核发备案证；第三次发生的，两年内不予核发备案证。
六、本通告有效期从2023年4月10日开始，至2023年12月31日止。
